鹰野是根据其他负责人的情报事件化的事件班，而冰室则被称为工作班，从事S获得被称为协助者的工作。冰室擅长与对方建立关系，工作班的隐秘性很高，基本上是单独行动，在公安部内部自己的工作也在秘密中进行，但冰室作为佐久间班代的右腕而备受瞩目，因此被任命为鹰野的搭档兼监督。
故事以8号猪仔馆这栋旧楼为背景，也是战前时南来华工猪仔栖身之所，以紧凑精彩的剧情带出地下层人士所面对的矛盾，人与人之间的冲突、纠纷以及在生活上所面对的种种压力。
