以少数男生中多数女生的后宫状态的学园为舞台，夹杂着黄段子的搞笑段子爆裂的无力系喜剧《学生会干部们》的剧场版动画第2弹。原作是《周刊少年Magazine》连载的氏家全四格漫画，至今为止除了剧场版之外，还通过TV系列第二季和OVA、OAD等动画化。在私立樱才学园高中部，男女学生为524人，男女学生为28人，其中以意外事件成为学生会副会长的主人公津田Tatoshi为中心，描绘了充满个性的学生会的校园生活。以饰演高智的浅沼晋太郎、将高智引入学生会的学生会长·天草シノ一角的日笠阳子为首，至今为止的系列中大家都很熟悉的出演者们汇聚一堂。导演也由曾参与制作TV系列第2季和剧场版前作的金泽洪充担任。
