王SIR（任达华）、雪玲（郑裕玲）、龙哥（梁家仁）、阿友（张学友）、达叔（吴孟达）、阿丹（甄子丹）都是反毒组的警察，他们之间关系很好象兄弟一般，在一次行动中他们并肩作战，一举摧毁了一个毒品窝点，可遗憾的是让毒犯头子跑掉了。正当他们庆祝胜利的时候，毒犯头子找到了他们并且杀死了龙哥。为了给龙哥报仇，找到毒犯头子，大家采取了各种手段，终于找到了毒犯头子，并击毙了他。在一次意外中，阿友拍到了达叔和毒犯交易的过程，他便告诉阿丹和王 SIR，王SIR知道后为了保全自己于是杀了阿丹灭口，又栽赃阿友，使他被停职，然而这一举动引起阿友的怀疑。一天，阿友的女朋友阿美（温碧霞）在家发现了这盘录像带，并知道了王SIR与达叔也是同伙，但为了救阿友她还是把录像带交给了王SIR，从而导致了杀身之祸。这时阿友与雪玲终于明白了一切，于是……
与此同时，王室的宗教政策在民间引发了著名的“求恩巡礼”事件，亨利八世下令对其进行血腥镇压。
