本剧以晋察冀抗日根据地史实为大背景，以保定山货店伙计耿三七去陕北送货路上遇险被八路军搭救从而加入抗日战争为开端，讲述了耿三七以他在江湖生意场上练就的机智和鬼点子屡屡戳败日伪军的生动故事。描述了耿三七与他儿时玩伴，抗日游击军政委江岱云的传奇的情感交集；与此同时，燕京女大学生赵燕，阜平山区姑娘崔秀梅都先后在耿三七危机当头时的出现，始料不及地改变了他的生死命运和情感走向。
