1898年的天津，戊戌变法失败后，谭嗣同的师妹展嘉蓉和杨殿起用炸弹炸死了一个朝廷高官。天津豆腐王的儿子傻二身怀“辫子功”绝技，他被当作“炸弹案”的替罪羊而抓进牢房。出狱后的傻二又开罪了混混玻璃花，后者鼓动一帮武林高手跟他打擂台，得胜后的傻二名声大振，被奉为“神鞭”。傻二在众人的帮助下开了武馆教功夫，随着义和团运动的兴起，他又被众人怂恿成了领袖。在八国联军枪炮的面前，傻二发现自己的辫子功根本无能为力，觉悟后的他决定让儿子读书而不是习武，自己则参加了革命军，练成神枪手重振雄风。
在一次护送公司机密文件的途中，旭日重工的普通职员冈岛绿郎（浪川大辅 配音）遭到了名叫黑礁商会的神秘组织的袭击和绑架，机密文件亦被夺走。为了保证秘密不被泄露，旭日重工采取了消抹行动——包括文件和冈岛绿郎本人。在得知了自己被公司抛弃的消息之后，冈岛决定用自己的方式为自己谋得一条生路。冈岛向黑礁商会提出了入会的要求，并通过实际行动证明了自己的能力，之后以“洛克”之名开始全新的生活。
1993年埼玉县爱犬家发生4人相继失踪事件。两年后警方逮捕了经营宠物店的一对男女。被逮捕的是关根元（卒）和风间博子。通过“把身体变得透明”将被害者的尸体肢解并遗弃以达到消灭证据的目的。由于作案手法残忍，该案件成为当时震惊全日本的“琦玉爱犬家连续杀人事件”。在本案中被逮捕的两人于2009年被判处死刑，然而由于当事人证言的矛盾，该案的全貌仍未为世人所知。
