朝鲜时代中期，有一个活在百姓心中的侠盗，他就是一枝梅。他专门惩罚有钱有势，有武力的贪官。由于不知道他的来历，他成为朝廷官员们最疼痛的罪犯，也是穷困百姓们的希望。剧中讲述了侠盗一枝梅与当权者和腐朽的社会制度进行抗争的故事，通过当时朝鲜王朝的种种腐败来讽刺当今韩国社会存在的官场与黑势力勾结、高官子弟享有特权、作弊风气等社会现象。
