Where for any sufficient reason it is impossible for a ship not normally engaged in towing operations to display lights as required by paragraph 1 or 3 of this regulation, such ship shall not be required to display lights when engaged in towing another ship in distress or in need of rescue. However, all possible measures as permitted by Article 36 shall be taken to show the nature of the relationship between the towing vessel and the towed vessel, and in particular the towing cable shall be illuminated.
