《新星》根据柯云路同名小说改编，故事发生在文革结束后的古陵县，讲述了古陵县新任县委书记李向南在政府内部开展改革，使古陵面貌焕然一新的故事。该剧以一个县为背景，浓缩了1982年中国农村大刀阔斧改革的社会生活，其中周里京扮演的县委书记深入人心。
