本剧松散改编自美国记者Jake Adelstein记录了东京警视厅辖区内各事件第一手资料的同名纪实文学。故事发生在90年代末，Jake Adelstein（Ansel Elgort饰）每天都会进入东京霓虹灯下的阴暗世界，在那里，一切都并非表面呈现的样子。而东京扫黑组的警探Hiroto Katagiri（渡边谦饰），对于Jake来说有着父亲榜样般的地位，他帮助Jake在警察和有组织犯罪世界之间那条纤细且往往不稳定的界线上前进。

The WB及UPN（后来这两家合并成现在的CW）曾播出3季科幻青春剧《罗斯威尔 Roswell》，而本年度CW表示要开发该剧的重启版。《罗斯威尔》新版跟旧版一样，是根据Melinda Metz所著的《Roswell High》小说系列来改编，Carina Adly MacKenzie负责为项目执笔；新版《罗斯威尔》讲述生物医学研究人员的女主Liz Ortecho（Jeanine Mason饰演）在不情愿下回到家乡Roswell，她发现以前的迷恋对象已经成了警官，而且他还是个外星人，靠着自身能力一直隐瞒着真正身份。女主决定保守男主的秘密，并协助他调查自身起源，然而在一次暴力袭击及政府的掩饰下，主角们理解到地球上还有更多的外星人，而且恐惧及仇恨将可能摧毁二人重新建立的关系，以及暴露男主是外星人的真相。

女主角的身份开始并没有交代出来，而是通过朝阳被追杀的曲折故事逐渐引出真面目，加上女主性感的嘴唇，机智的应对，强烈的神秘感一开头就吊足观众胃口。
